  • Decree No. 270 on Specificity of Conformity Assessment

    On May, 5th 2022, the Government of the Republic of Belarus published its Resolution No. 270 dated from April, 29th 2022 on specificities of conformity assessment and type approval processes.

    According to the paragraph No. 2, the Government of the Republic of Belarus decrees that the validity of conformity certificates and declarations (further - CoC and DoC) will be extended for a period of 12 months in case the expiry date of a CoC/DoC falls between May, 6th 2022 and September, 1st 2022. Additionally, manufacturers and importers are not expected to provide documents on conformity assessment in case they import either spare parts for repairs or component parts for products and machines manufactured in the Republic of Belarus.

    The Decree should have entered into forcee on May, 6th 2022 and is valid until December, 31st 2023.


  • Russia/Ukraine Crisis: Type Approval Problems

    • Russian Federation
      Due to an armed geopolitical conflict in Ukraine, IB-Lenhardt has to put some current and future projects concerning type approval in the Russian Federation on hold.
      There are three main reasons for this:
      1. EU as well as the Russian Federation have reciprocally shut their airspace.
      2. DHL and other logistics companies ship no longer to the Russian Federation at the moment, which directly affects sample delivery for mandatory local lab tests.
      3. Due to renewed EU sanctions, it will come to payment issues as selected Russian banks have been excluded from the Society for Worldwide Interbank Financial Telecommunication (SWIFT) system of financial messaging.

      We regret any inconvenience this force majeure may cause and hope for your understanding.
       
    • Belarus
      Due to an armed geopolitical conflict in Ukraine, type approvals relevant for the Republic of Belarus could be also affected in the nearest future.
      According to news agencies, Belarus supports Russia on Ukraine which might also affect certification processes.
       
    • Ukraine
      Due to an armed conflict and permanent state of emergency in Ukraine, IB-Lenhardt is forced to put all projects related to the country on hold.

  • Reminder: TR 2018/024/BY

    Please be reminded that devices have to be approved in acc. with the TR/2018/024/BY - please see our news as of 2019/02/11.

    The main difference of TR/2018/024/BY from previous requirements (Resolution 849/2016) is mandatory marking (TR BY) and mandatory in-country testing.

    Belarus's Radio/Telecom Approval (in addition to CU EAC Certificate) is required in order launch devices on Belarus market. 

    Both CU EAC DoC and Belarus's Radio/Telecom DoC are necessary in order to import and use the devices in Belarus.

    IS RADIO/TELECOM APPROVAL REQUIRED, IF A PRODUCT HAS ALREADY BEEN PLACED ON THE MARKET OF BELARUS

    If a product has an approval in accordance to the Resolution 849/2016, it is allowed to supply the product to Belarus market based on this approval (which was possible to receive before 01.01.2019) until the approval expiry date.

     


  • Homologation 24 GHz & 77 GHz

    The Certification Body in Belarus cannot issue a 'Declaration of Conformity' pursuant to the Radio/Telecom Technical Regulation TR 2018/024/BY "Technical Regulation of the Republic of Belarus" for 24 Ghz & 77 GHz radar sensors, since either there is no applicable standard or no national laboratory which can perform tests on 24 GHz & 77 GHz sensors.

    Thus, it is mandatory to apply for an Exemption Statement at a Certification Body in order to be able to launch the devices on the BY market and to use the products within Belarus.

    Furthermore, an EAC Declaration is required for the import besides the Exemption Statement which covers the RF part.

  • Updated Radio/Telecom requirements

    Belarus has finally enforced its updated Radio/Telecom requirements as of 01/01/2019 with the ‚new’ Radio/Telecom Technical Regulation TR 2018/024/BY  "Technical Regulation of the Republic of Belarus: Telecommunication Facilities: Safety. TR 2018/024/BY" which revokes the previously effective requirements defined in the Resolution of the Council of Ministers of Belarus No.: 849 dd. 21.10.2016. 

    Products to be approved in acc. with the TR/2018/024/BY need to be marked with TR BY mark. Devices require to have a Belarus Approval in acc. with TR/2018/024/BY and must be marked with mandatory TR BY mark. From now on local testing is required in Belarus

    The main difference of TR/2018/024/BY from previous requirements (Resolution 849/2016) is mandatory marking (TR BY) and mandatory in-country testing.

    Belarus Radio/Telecom Approval (in addition to CU EAC Certificate) is required in order launch devices on Belarus market. Currently, in EAEU no unified requirements for Radio/Telecom exist, each EAEU Member State has its own national requirements.

    Both CU EAC and Belarus Radio/Telecom Certificates are necessary in order to import and use of devices in Belarus.

    Note: please also check whether your product is subject to other applicable requirements (such as Belarus energy efficiency certification requirements in acc. with BY Resolution 849/2016; RoHS requirements which become mandatory in EAEU from March 1st, 2020 with the EAEU Technical Regulation TR EAEU 037/2016 – application process for RoHS is recommended to be started already from May-June 2019).

    CERTIFICATION – CoC vs. DECLARATION DoC?

    The Technical Regulation TR 2018/024/BY sets two conformity approval procedures, Certification and Declaration, which depends on the device. Products subject to Certification are listed in Annex 1 to the TR 2018/024/BY, product subjects to Declaration are listed in Annex 2 to the TR 2018/024/BY.  It is allowed to receive a Certificate (BY TR CoC) instead of a Declaration (BY TR DoC) - approval in form of Certificate is highly preferred by the market. Certificates are issued based on documentation, local testing and a factory inspection.

  • New Technical Regulations

    The Technical Regulations of the Republic of Belarus - "Telecommunication facilities. Security »TR 2018/024/BY will come into effect on 2019-01-01: They establish binding safety requirements for telecommunication facilities and contain schemes for confirming compliance.

    The Ministry of Communications and Informatization, in agreement with the State Standardization Committee, will approve and ensure continuous updating thestandards interconnected with TR 2018/024 / BY, as a result of which voluntary compliance with the requirements of this technical regulation is ensured. In this context, product testing and marking of the equipment with the sign of conformity TRBy will be required for both declaration of conformity and certification. The certification will be subjected to a periodic assessment by the belorussian certification bodies.

    Current declarations and certificates of conformity remain valid until their expiry and the equipments do not need to be marked with a sign of compliance with the technical regulations of the Republic of Belarus.


  • New Declaration Scheme on Hold

    Until June 2016 the national declaration approach cannot be used for mandatory assessment, as Belarussia is changing the focus of the same.

    Instead, EAC (if applicable) or voluntary certification is possible. Once the new regulations have been published, any manufacturer has to ensure compliance with the national regulaltions.

The Type C electrical plug (or Europlug) is a two-wire plug that has two round pins. It fits into any socket that accepts 4.0 – 4.8 mm round contacts on 19 mm centres. They are being replaced by E, F, J, K or N sockets which work perfectly with Type C plugs. Type C plugs are generally limited for use in appliances that require 2.5 amps or less.

Description
The Type F electrical plug (also known as a Schuko plug) has two 4.8 mm round pins spaced 19 mm apart. It is similar to the Type E plug but has two earth clips on the side rather than a female earth contact. The CEE 7/7 plug was developed to work with sockets E and F and has grounding clips on both sides (to work with Type F sockets) and a female contact (to accept the grounding pin of the type E socket). Type F plugs are rated 16 amps.
