MoC Simplifies Market Access for Wi-Fi 6E Devices
The Ministry of Communications (MoC) in Israel plans to allocate additional radiofrequency ranges for technology products imported into the country and used both for private and commercial purposes. Devices using Wi-Fi 6E technology are also included in the RF spectrum.
Henceforth, the EU documents (EU DoC, EU Test Reports) are now acceptable for type approval in Israel. This is expected to facilitate import procedures. Detailed information on the adopted changes will be summed up and provided by the Ministry of Communication subsequently.
Passover 2022 will be celebrated from April 15 to April 23.
Advance Notice: new list of exempted products
The Ministry of Communication (MoC) released a new list of products which are exempted from type approval in order to encourage competition in the market of wireless products.
This concerns in particular the following equipment:
BT devices operating in 2,400 - 2,483.5 MHz upon IEEE 802.15.1 with an integral antenna up to 100 mW e.i.r.p
ANT/ANT+ equipment with 2,400 - 2,483.5 MHz and an integral antenna up to 100 mW e.i.r.p
Devices intended for the reception of satellite transmissions for position determination using a determination system Global location only (such as GPS, GLONASS, GALILEO or BEIDOU)
A parabolic antenna with a diameter not exceeding 244 cm including side equipment, intended for the reception of satellite broadcasts
Devices operating in the field of infrared frequencies between 1,000 GHz and 3,000 GHz with a transmission not exceeding 200 mW
Computer peripherals like a mouse or a keyboard
Video Streamers (compliant with the provisions of the European Radio Equipment Directive 2014/53/EU and labelled with CE marking)
E-book readers (without cellular functions)
Tablets (without cellular functions)
Laptops (without cellular functions)
Desktop computers (without cellular functions)
Converters for the reception of television broadcasts to the public and TV receiver set-top boxes (devices need to be in accordance with the European Radio Equipment Directive 2014/53/EU and bear the CE marking)

According to our current knowledge MoC plans to introduce the regulation in April 2021, we will keep you informed.
The coming holiday season will affect the efficiency of the local MoC, SII & MoE activities from 18th of September 2020 until 12th of October 2020.
There will be a full shut down on September, 28th and from October, 1st until October, 12th.
Type approval certification dalays might occur during this period.
Due to holiday season the authorities MOC, SII and MOE will have a full shut down from 7th of April until 19th of April 2020.

MOC Reduced Validity From 5 To 2 Years
On 2018-08-20, Israel's Ministry of Commerce MOC announced to severly cut down the validity of Type Approvals from five (5) to two (2) years. This rule was already being enforced as early as 3 days later.
Certificates with 1 year validity however remain unchanged.
Jewish New Year 2018
Due to the Jewish New Year, the MoC in Israel will not work full-time during the period between 2018-09-09 and 2018-10-02. This will lead to some delays for current applications as well as new ones.
New MOC application procedure for Type Approvals
We have been recently informed that the Israeli Ministry of Communications switched the application process for Type Approval to an online procedure. According to our information, the Ministry does not accept applications by Email or Fax any more.
Before applying, each applicant needs a smart card to access this secure system. Some of the importers, IB-Lenhardt AG works together with, are currently applying for this smart card at the Israeli Authority.
Delays are therefore to be expected. Additionally, the new procedure will have to mature before being efficient in time.
Consequently, we kindly ask our clients to bear with us if delays occur during running applications.
Removal of RF Type Approval Requirements for Simple Radio Products
A Free Import Regulation letter from the Israel’s Ministry of Communications (MoC), dated 2017-01-21, informs that they will no longer issue Type Approval certificates for simple wireless devices.
Following equipments will be exempt from Type Approval:
Equipment ONLY operating with Bluetooth (BT) technology;
Equipment ONLY including a receptor for satellite broadcasting to determine geographical location (i. e. GPS or GLONASS);
Equipment ONLY operating both technologies listed in (1) and (2)
However, Type Approval by MoC will still be required if a device contains Bluetooth/GPS or GLONASS receiver technology along with any other wireless technology, such as WLAN.
EMC and Safety Approval from the Standards Institute of Israel (SII) remain unaffected from this change of policy which only applies to radio regulations, and should be obtained like in the past.
Changes to Approval Requirements for WWAN Products
The Ministry of Communications (MoC) has informed on 2012-09-29, that WWAN (Wireless Wide Area Network) products do no longer have to undergo local testing by Israeli Network Providers in order to gain Type Approval, which will have a positive impact on the cost and leadtime on the same.
From now, there are the following requirements for approvals:
EMC/Safety certificate from Standards Institute of Israel (SII)
Radio Approval certificate from MoC
Encryption approval certificate from Ministry of Defense (MoD)
Cellular Devices - New Regulation
The Ministry of Communications (MoC) has implemented new regulations for cellular apparatus.
It covers cellphones, smartphones and products with cellular ability. These regulations are in force starting 2012-09-29 and feature the below:
The CE mark has to appear on the device;
Battery-powered cellular equipment must comply with UL1642;
Importers must confirm that the product fulfills the Israeli MoC regulations;
Product details and statement of compliance need to be presented to the MoC, The latter then issues a document showing the model numbers of all cellular equipment that the importer may import;
A certificate of encryption issued by the Israeli MoD (Ministry of Defense) is required.

The cellular devices sold with power supply must be certified by the Standards Institute of Israel (SII) for safety and EMC & energy in standby (off mode).
The Type C electrical plug (or Europlug) is a two-wire plug that has two round pins. It fits into any socket that accepts 4.0 – 4.8 mm round contacts on 19 mm centres. They are being replaced by E, F, J, K or N sockets which work perfectly with Type C plugs. Type C plugs are generally limited for use in appliances that require 2.5 amps or less.
The Type H plug is unique to Israel and has two flat pins in a V-shape as well as a grounding pin. It is however currently being phased out in favour of a round-pinned version. The holes in Type H sockets are wide in the middle so as to accommodate the round-pinned version of the Type H plug as well as Type C plugs. Type H plugs are rated 16 amps.
The Type M plug has three round pins in a triangular pattern and looks similar to the Indian Type D plug, but its pins are much larger. Type M plugs are sometimes used for bigger appliances in countries that make use of Type D plugs, as well as in Israel (Type H). Therefore, sockets in these countries sometimes work with Type M plugs.
